The Approach

Technology and governance,
built as one system

Digital capability without institutional capacity produces impressive pilots and very little else. Institutional reform without technical capability produces good intentions at the speed of paperwork.

The two ventures exist because these problems have to be solved together. One builds the technology layer; the other builds the governance layer that makes the technology durable.
